After the Citizen Review Panels, with the aim to expand the scope of territorial actors’ inclusion in the development process of strategic plans (citizens’ point of view), the co-creation process followed up with the discussion with local stakeholders.

This co-creation process carried out by means of one Stakeholders Workshop in each territory, was intended as a way to engage local stakeholders, where local plans already discussed with citizens were reviewed and validated by suggesting improvements to the objectives and actions herein.

The objective of the Stakeholder Workshop was to realise the input made by the citizens at the Citizen Review Panel. The citizen input can be expressed in different ways, ranging from comments and critiques to suggestions for new actions. The task of the stakeholders was to transform all the input into realisable actions. This could entail altering the original actions in the Transformative Outlooks or suggesting new actions. It could also require modifying actions suggested by citizens to make them realisable.
